Unbelievable is right.
What are you stuck on? Quotas? The Trump / Sessions position says the quotas will be ZERO until employment here returns to normal.
Thereafter, if* the “prevailing wage” business is handled properly, gov’t benefits are limited to citizens (and perhaps I would suggest spouses of citizens and green card holders with at least 5(?) years of legal employment in the US), and employers of illegals are found and fined heavily, immigrants can line up all the way to the Moon, and it won’t matter. In the longer term, quotas of foreign workers become irrelevant when the base issues are competently addressed.
*It IS an “if” which is why I question that aspect of the position paper.
