We have had outcome-based education. Now we have an outcome-based military.
This is nothing new for the military. Whether it be personnel related or equipment trials. I have seen it many a times in operational equipment tests, where the chain of command says before it even starts, that "this test will succeed" or something to that effect. And sure enough, even with gross failures during the test, it will get published as a success. Predetermined outcomes is the military norms, no surprises.
