"Every state" means 2 in which legalization has taken effect - poor basis for declaring an iron law. I'd like to see what Alaska does about taxation and regulation (they're still working on the implementation).

And many people are willing to pay a premium to stay 100% legal - legal pot sales in licensed stores are doing very well in Colorado.

Nope. It is higher quality and cheaper to go legal. I am on the east coast and I prefer CA or CO to hanging in parking lots and meeting some burnout. Also you can get it in an e vaporizer. Better on the lungs for your on the go gym rat stoner...
