Problem is, you get a bunch of pranksters who leave a hundred empty backpacks in a hundred transportation hubs around the country, we then bring the WHOLE NATION TO A STANDSTILL while all the nervous nellies "evacuate" (in both senses of the word).

Sometimes you just gotta keep calm and carry on, as the old sign says.
