Obama & Clinton are in the midst of a very dangerous game.
They both despise each other. But neither can publicly or legally attack the other because both have thick files on the criminality of the other.
Clinton clearly violated national security laws with her private server, but then Obama is equally guilty of this by failing to shut it down. Clinton was behind the entire Benghazi rescue failure even as Obama & Clinton were illegally running guns to terrorists. Huma Abudin is a muslim brotherhood spy, but then Obama employs a bunch of them.
Obama can investigate Clinton all he wants, he cannot indict her, but he can allow leaks of the investigation to damage her. Beyond that, all he can do to her is support another candidate & Joe Biden is ideal as he too will have to conceal the criminality of the Obama administration. Clinton can do nothing but quietly protest.
