Do the altered licenses provide for entering the date and place where the license was issued, and a place for the clerk's signature?
According to the article thread at http://www.freerepublic.com/focus/f-news/3339818/posts “references to Rowan County and her clerks office” have been removed.

Issued pursuant to a federal court order is not the name of the county clerk any more than “Rowan County” is.
