Are motor vehicle related taxes required to be dedicated to road maintenance (for motor vehicles)?

When there was the rule of law, now the politicians likely put in loop holes for their favorite projects [ union run buses and trains, plus green cars that do not pay gasoline taxes, etc. ] that they want us to pay for.

Two problems with a bike friendly Colorado. 1 Mountains, 2 that little issue with the 25 feet of snow.

Roadies need licensing just like motorists...many clearly think the rules of the road don’t apply to them, but the laws of physics certainly do.
Keep on running those STOP signs clowns...
A special “fee” or tax on road bikes should be implemented as well in order to get them to pay for this instead of heaping it all on the motorists.

Chickenpooper is doing all he can to break the Tax Payers Bill Of Rights. Colorado is doing fair in spite of Obama which must frustrate Chickenpooper no end as he wants to destroy Colorado.

Of the total $100 million, about 70 percent will come from CDOT ... Let me guess ... of the $100 million, 70% will be spent in Denver and Boulder.

Is he going to bulldoze all the mountains?
‘Cause the only parts that are worth seeing are too steep for any but the most dedicated bicyclists.

Some enterprising individual should come up with chains for bike tires and also a small snow shovel that fastens to the front. LOL.

Two solutions: 1) a compact cassette and a 50/34 setup and 2) a fat bike.
Yes I rode today and I pay gas/highway and property taxes here in CO, but I suspect my posting will bring on 10 posts of the video of the dude with the diesel downshifting whenever he passes bikes going up a pass and 40 posts of "you should ride on the sidewalk". Oh well.
