In this particular county, maybe the whole state (CA), if a mother of small children is locked up or In a program for more than 16 months, any children become wards of the state. State property.
In the case referenced above, when the mother had done over 16 months, the social worker helped the lesbians adopt the little girl.
This particular social worker would also take pregnant women in to get abortions.
