I can remember a time, long long ago when we never heard things like Government Shutdown. Is it possible that was because Congress passed and the President signed BUDGETS and they kinda tried to adhere to them.

Or it could be because they happened so damn often.

There were 17 governmennt shutdowns between 1976 and 1995 -- about one per year.
