But there were some particular jobs where we needed particular sets of skills, where we were growing a particular business.

Divide the yearly allocation (60 thousand plus) into 12 monthly batches and offer them to 'desperate' companies. Employers claim that it is desperation for 'hard to find skills' that drives H-1B use, so surely they would be willing bid up the price of the visa the same way they would bid up wages if truly desperate.
The shrieking if such a scheme were offered would put pay to the 'cannot find' lie.
