There is an easy and simple explanation. Did you ever consider that he lives in an alternate universe and a very sheltered life at that. At least sheltered from all the trials and tribulations as well as crooked politicians you and me have to put up with on a daily basis.
I don’t think its naivete. It’s self-importance and personal privilege and the expectation that the American people can again be fooled by a Bush.

Its really not that hard. The GOPe is Progressive. The Democrats are Progressive. The GOPe exists to convince the masses that there is a two-party system and that our involvement matters, while making sure that the Progressive agenda advances continuously.
Jeb, Romney, McCain, Boehner, etc are just sock puppets for the Progressives. They run. They lose. They tell us that WE need to try harder next time. Then, they give another loser.
The only reason that GWB was permitted to win in 2000 was that the militia movement was in full swing. People who were young adults in the Reagan years were still young enough to fight in 2000 and that scared the Progressives.
Then, 9/11 happened and that changed the game. But, the Progs were able to get back on track in a few years and to even turn 9/11 to their advantage by adding “Islamaphobia” as another one of white America’s list of sins.
The militia movement is dead as an effective force for rebellion, so Jeb is just the designated loser for 2016.
