It's on change.org, which is an Obama site... the petition is now marked as "closed" and will probably vanish soon. So yes, it's probably a hoax since anyone can create a petition on there about anything.
Given that you have Muslim airline stewardesses refusing to hand out alcohol, Muslim clerks refusing to ring up ham and beer, Somali taxing drivers refusing to carry dogs and duty free alcohol ... it passes the smell test for sensibility.
