You can’t seriously portray toplessness in France as “shocking”.
Not even if you add Muslims in.
Now, if you went and tried to claim not one of the women had mustaches (since it’s France) then you might be on the verge of shocking.
I too get really tired of the word ‘shocking’ being way overused by the media.
