I don't watch or read those narco novelas, but I could see it used in that context. The "ito" would diminish the person they are going to torture.

In that context, and in most usages, it doesn't mean "poor" as in "little guy without money", although I suppose it could. It means "poor" as in object of sympathy, e.g., "poor Joe, he lost his job today".

I can’t stand watching most mainstream TV anymore. The telenovelas and narco novelas don’t push the homosexual agenda. That’s how I started watching them.
