Bunning was nominated by President George W. Bush on September 4, 2001The president often appoints judges as negotiations with senate for other appointees. Its hard to tell if this judge is Bush's choice or part of trade.

He was the President’s choice. Bunning is the youngest son of Senator Jim Bunning (R-KY)—a devout Catholic and Constitutional conservative.
