Why? the deputy simply carries out what she is assigned to do and delegates for having too much to do in the time allotted. Having a deputy handle the paperwork is legally & morally indistinguishable from her doing it herself.

Having a deputy handle the paperwork is legally & morally indistinguishable from her doing it herself. As I understand it that's not her position. As long as her name isn't on the document she has no problem letting her subordinates issue them.
