Uh, no. Any elementary reading of this amendment, the 1st and many others are protections bestowed on the people. It’s a freedom thing. States don’t have rights to further restrict protected rights of the individual.
Those rights weren’t “bestowed” on We The People. That’s like people saying “the second amendments grants the right to bear arms.” Our rights come from our Creator; the Bill of Rights acknowledges that and provides protections against the federal government from violating those rights.
