What does the KY Governor and Legislature say on this matter? Anything?
I'm sure the Governor could send State Troopers to the jail to free her.
Once Kentucky officials understood their constitutional grounds for doing so and accepted the inevitable federal reaction of withholding financial aid, the Governor could and SHOULD send State Troopers to the jail to free her.
