Romans 13 is about good government. “God’s servant...for good.”
Believe it or not it was part of the founders argument against king George. It is a serious abuse of the passage to suggest it applies to any government action. When government becomes abusive of God given rights it is the duty of the people to change that government.

I think the constitution already makes scotus the court of original jurisdiction when it involves a state. Appellate courts should have no jurisdiction over a state.
