What’s the punishment if you are officially held in CONTEMPT OF CONGRESS?

If convicted it's not less than one month and not more than 12 months in jail, plus a fine of up to $1000.

Who enforces the punishment?

Congress has to refer the matter to the U.S. Attorney for D.C. They are then obligated to take it to a grand jury.

So, what is Congress waiting for in the case of Lerner and Holder?

Why is enforcement for Kim Davis done so quickly but enforcement for Lerner and Holder being delayed ( and even forgotten )?

Where’s the justice there?
