Aggression is a symptom of dementia. If he’s in his 80’s and this is a change in his normal behavior it should be looked into.
I was thinking also that forgetting to pay may have been due to his advanced years.
Also the debit card being rejected points to someone who doesn't keep track of money and money out in a checking account. Extreme embarrassment, frustration and aggressive behavior added to not being on top of household finances does sound as though the general has some sort of dementia problem.
