I guess the Chicago Mafia will just have to go back into the Numbers racket. The Mafia always paid their bets. They knew that if they didn’t, then the whole criminal enterprise would dry up.
In black neighborhoods, there was always a numbers guy and most of them would go door-to-door for “regulars”. They ALWAYS paid (failing to do so once was the end of your business), and they would pay 70-80 cents on the dollar, not less than 50 like most state’s “daily” game.
