I don’t feel you understand the nature of the bribes that are happening... you’re thinking ‘small city circa 1930’ . This isn’t al capon stuff... it’s institutional.
From the bottom all the way to the top. The bribes you have to pay are everywhere as a developer, and you need a separate consulting firm to ensure they all get paid so that you don’t end up in the docket.
These consultants ensure a ‘smooth process’ in terms of everything - from permitting to first shovel.
You hire them, and they expect you to know what’s up, because they won’t lay it out for you. They send you invoices and you pay them. If you ask for itemization, they will ask whether or not you want another firm to handle your work (because obviously you still don’t understand what we do for you.)
That goes all the way up the line to the Senate. I don’t know how it is done at the K-Street level. Probably something similar - your guy sends a check to a bundler.
Anyway, we must be getting close to being as crooked as Mexico now. Not sure how the judges are getting their envelopes either. They are getting them. Has to be K-street again.
