As for "discoveries," everything has a cost. Knowng some things about a perch may not be worth the cost. If all universities did was provide "discoveries," you might have a point, but that's a very simplistic way of looking at it You're right. The university doesn't lose a thing. The funding. The research. The scientist. Nothing worthwhile there.
ironically, research funding for hard sciences, absent any political agenda, is probably one of the less odious uses of tax money I can imagine.
