I thought that too, but the female reporter continued to scream after the cameraman went down. I've been shot in the gut by a beanbag round, and you're not talking let alone screaming after that. A bullet is likely to cause the same reaction.
That said, I think she flinched in her initial reaction and her arm was down by her waist, but she wasn't covering a GSW. That seems like a normal flinch response.

On the video you can see that the first shot seems to impact on her back. Or it’s the muzzle blast.
