Shaving mustache while keeping lower beard is a common Islamic style. It's also Amish. The Amish believed that a mustache represented authority figures as were found in the old world. Hence the reason police are often associated with mustaches.
If you look at the rest of the shooter's neck, it's very dark, almost black. That's not a beard, it's shadowing.
