That’s what I was wondering. Can they just make it a requirement that candidates promise not to use their own money, that they can’t use anyone other than Republican consultants, or maybe that you must pledge complete loyalty and obedience to the GOP ruling class.
Can he sue them?

I would think it's legal. The party gets to set it's own rules for who it nominates. If people don't like it, they are free to join or start another party.
That said, the language of this affirmation (at least as reported by CNN) seems pretty weak. We can all "intend" to do a lot of things. Intentions change all the time.
CNN is trying to set up a "gotcha" where they can overblow this story as a Trump flip if he signs the pledge. I think he should sign it.

How is this legal? Primaries exist for the sole benefit of political parties and are a different animal than "regular" elections.
Because primaries are controlled by political parties, they get to make the rules.
