Mr. Trump will be proposing a health plan that will return authority to the states and operate under free market principles. The key is whether he'll hold to that commitment. Therein lies the issue, especially in light of the fact he lauded the Canadian system during the FNC debate. That's where trust comes into play.

How can you claim your plan returns authority to the states when one major feature of it is removing a state's authority to regulate insurance companies doing business within its borders?
