Apparently there is written documentation from the author of the 14th amendment explicitly outlining that it does not apply to the American Indians, but rather children of freed slaves. The Indian citizenship issue was addressed with subsequent action by Congress. If it didn't apply to American Indians, it sure as hell didn't apply to Mexican Indians.
