Heck, they're probably sitting on the backup and more, working their way towards using it - when you're trying to take out a high profile public figure, it's all about the timing of what you're gonna do. The Regime probably expected - maybe even counted on - her pulling stunts like this. I mean, she's not an unknown, she and the hubby are just way too notorious.
