If there were term limits for all elective office, you would still have career politicians playing leapfrog and running for other offices.

For example, they would run for state legislature, stay until term limited out, then run for state senate. Then after that, run for U.S. Congress. When term limited out there, run for U.S. Senate. After that, run for lieutenant governor or attorney general or governor of their state. If they play their cards right, they would spend their entire working lifetime in elective office.
