Take a look at the state constitutional amendment. It limits it to two terms served after 1990. Brown's first time in office was 1975 to 1983.

Jerry Brown was allowed to run again because he had served his two previous terms before the term limit law was enacted. Those previous terms didn’t count for purposes of the term limit law.
