You could accelerate the process by granting amnesty, a free one way plane ticket and a $1000 payment to be claimed at their nearest U.S. Consulate at least 90 days after arriving home to the first million takers.
Said amnesty to consist of a clean record should they wist to apply for legal immigration in the future.
Then gradually phase down the program. Second million get amnesty, the plane ticket and a $500 payment . . . sixth million get amnesty, a bus ride and no payment . . . tenth million get just the bus ride . . . after that, six months of hard labor building the wall to earn the bus ride and a permanent bar on re-entry.
My guess is that you wouldn't even have to get to the 10th million.

It'd be alot easier today, we could just set up catapults on the southern border. After a day or two of heaving wetbacks south, the rest would start self-deporting.
We'd be rid of all of them in a week or so.
If there were any stragglers, well, the catapults are still there.
