Well we as voters could do this:
Find out when your Senators are up for re-election, and then find out if they voted for this mess, if they did, do a public meeting and let them know from all you why your not voting for them, after you let them know, walk out, and leave THEM sitting there wondering what happened....

That is easy to determine; ALL the Senators voted for it with the exception of Cotton.
