As I recall the public beginnings of this was when in Iraq and or Afghanistan they captured cell phones from enemy combatants and their leaders that contained phone numbers in the U.S. and the NSA, CIA or whoever wanted to put a trace on these numbers without delay, for our protection from terrorist, I thought that was reasonable. Many opposed this because they said the government has no self control and they lie and they will invade the privacy of all of us, they were right and I was wrong. Wrong to believe our government agencies could be trusted to act either in our best interest or tell the truth.

Actually Klinton had a program called echelon in which Canada, England and USA all spied on another country and shared the information with that country as it was illegal to spy on their own people, at least then.
