only if the parents are under the jurisdiction thereof, in other words if they are NOT under the Jurisdiction of the United States they cannot be charged with treason against the United States, ALL Legal Immigrants and US Citizens can be Charged with Treason, they are Under the Jurisdiction thereof.

Once he or she gets old enough to commit treason.
