Not necessary. King Buckwheat doesn’t obey the limits of the Constitution, so the senate can act likewise. Simply decree that the majority of a senate vote is sufficient to repeal anything Buckwheat does, including overiding Buckwheat’s veto.

If Buckwheat objects, the senate can overule his objection by a simple unrecorded voice vote.

Also, what do they say, the House controls the purse-strings? That might have been another possible maneuver.
