Look up the word “Preposterous” (cross reference: cart before the horse) to describe the attempt to use this to declare these persons to be citizens.

If they shoot someone do you just let them go because they are not subject to the jurisdiction?

A test is whether such persons are legally obliged to pay their parking tickets. If the answer is yes, then they are "subject to the jurisdiction." Unless, being members of an invading army, they are able to reject such obligation through force of arms.

That means pretty much all ilegales are subject to the jurisdiction and thus able to spawn and drop anchor babies.

It takes an amendment.
