That might be, but I suspect that the Hispanics are targeted by the 60% of Planned Parenthood resources that are not targeted specifically at killing Black babies.

The stat says the 40% is divided between black, hispanic, and other minority neighborhoods. But still, this means that a disproportionate number of abortion clinics are in minority areas, which supports the basic gist of Carson’s point.
