While defense contractors have derivative classification authority, only able to create new documents based on the classification of source material, Hillary Clinton as Secretary of State probably counts as an original classifier - the reports and correspondence on many topics would be classified as she or her subordinates chose or based on government criteria regarding sensitivity.
On that basis, much of what she generated was sensitive and classified simply because it was related to her job.
I would categorize that as certainly rather than probably. But you raise a good point. Perhaps it's another FR originating idea that will slowly make it's way onto some of the blogs and tertiary media outlets that farm FR for ideas.

Parsing words do not alleviate / remove responsibility. Obviously the metadata will show the level of the security classification of the email which shows the intent to deceive, so to say that she has no responsibility is again parsing. a criminal act, after the fact is still a criminal act and culpability still remains with the holder of the material... to include her mouth piece holding a "flash drive" with secure / TS email traffic.

Actually he is wrong. If you have access to classified information and disseminate it in whole or in part to uncleared people then you are guilty of a crime.
