Everyone already flushes the low flow toilets twice.

When I remodeled my house I saved the Kohler toilets I had originally put in in 1986, just before the low-flow laws were enacted.

One flush and it is done and done.

My lib sister in Glendale, CA has a garden hose she runs into the bathroom to take care of the low-flow problem.

Yeah, and she drives a Prius.

Easiest thing to do is go to a demo contractors storage yard, You can get some of those great old fashioned Standard Porcelain Water closets for about 5 bucks.
