The stories from Con Edison and Disney about H1-Bs being brought in to replace workers who must train their replacements are totally at odds with what the general public hears: that H1-Bs can only be approved if they can find no qualified American for a job.
They only explanation for the above I’ve ever heard was something about “loopholes”. Do you know how working Americans can be replaced by H1-Bs, how the law allows that to happen?
The employers lie about their needs. In Prince Georges County outside DC, 10% of their teachers came from the Philippines on H-1B visas. Why? Cheaper.
