Many managers are extremely uncomfortable with having their team out of physical view.
Moving the entire operation to another country would entail moving most of the management to places they'd rather not live, and have them directly report to people with very little ability to check behind them.Tough Noogies - you wanna hire cheap labor? This is what we demand.
