Not necessary with cloture. There is no limit to the number of times a cloture motion can be filed on any debateable subject.

Not unheard of with cloture, but "weird," to say the least.

I’m not saying there are no exceptions at all, but it seems a necessary and regular procedure- not weird at all.
Search it and there are numerous examples.

That’s why! The cloture motion can be reconsidered ad infinitum but it can only be brought up by a ‘winner’ of the cloture vote.
