Maybe I wasn't clear. I said in enterprises whose laborers are mostly Latino it makes sense to recruit bilingual Latino nationals as supervisors or assistant managers. American citizens can fill these positions but might encounter difficulty. Bilingual or naturalized U.S. citizens will do. But from an industrial perspective it might not be ideal. If you are recruiting from Latin America you can find experienced managers in the same country or region from which you are drawing laborers. These managers will be enticed by the favorable pay differential and temporary benefits that attract the workers.

Illegal immigration, especially under Obama, is a nightmare from Hell. But there are many jobs in the U.S. economy which would go unfilled but for illegals. Had the Clinton, Bush or Obama Adminstrations simply followed existing law and improved on it the borders would be more secure and the demand for labor could be satisfied through an orderly work visa program.
