He's just spilling the beans because he knows his time on this earth is short. He was no stranger to either side of bribery from the time he was Governor until he left office as President.

In fact, a major reason for his animosity toward the Shah of Iran was because the Shah flatly refused to pay bribes on command rather than in return for specific favors.

Don't get me wrong, the Shah was a dictatorial turd that thought of the Iranian people like his own herd of sheep to do with as he pleased. That was all fine with the US up until the Shah told Carter to stuff it when it came time to pay into the DNC and a few other things he hadn't been asked to do in the past.
