At some point the local authorities are going to have to consider the policeman’s paradox: do they let an exceptionally dangerous criminal walk because superior authorities are indifferent to his threat?
If they decide the answer is no, the best bet is to find one officer who is untroubled by the idea of euthanasia, who can quickly, and with a minimum of evidence, dispatch the rabid dog. Done infrequently, it is unlikely anyone will be troubled by the loss of a public menace.
