Howie Carr asked Cruz if he would file a motion in the Senate, and Cruz brushed off the question. It was disappointing. Ted’s already burned his bridges, so he has nothing left to lose. Maybe he thinks it’s futile.

There isn't an equivalent position in the Senate to declare vacant. Ousting a party leadership is a different matter, as party leadership is not recognized in the Constitution.
