The way to do is is to tell them if they voluntarily register with INS and then self deport (within a say, 90 day period), they will get preferential treatment when applying for re-entry legally, but if they don’t self-deport and are later caught and deported, they will be blacklisted and never allowed back.

Yes, I like that plan. Cruz has said that if they have to be deported they lose any chance of becoming citizens.
