Only if you establish your business in certain areas of New York - mostly the economically suffering UPSTATE.

It could be that most of the businessmen and women don’t trust the New York government. You know the old saying; “WHAT THE GOVERNMENT CAN GIVE, THEY CAN ALSO TAKE AWAY”.
